Nuh violence: Congress MLA Mamman Khan gets interim bail

Gurugram: Congress’s Haryana MLA Mamman Khan, arrested last month in connection with the July 31 Nuh violence, was granted interim bail by a court on Tuesday in two cases.

According to the information, he will be out on bail till October 18.

On Tuesday, he was granted interim bail by the court of Additional District and Sessions Judge Ajay Sharma.

On September 30, out of four cases, the Congress leader was granted bail in two cases by a court in Nuh but he remained in jail.

Khan was arrested on September 19 for his alleged involvement in communal clashes in the Nagina block of Nuh district.

Nuh police had opposed the bail and said the MLA had an important role in instigating the violence and should not be granted bail. The police insisted that the cyber cell report of his mobile and laptop is expected within a week and would prove his involvement in violence.

Khan’s lawyer argued that the allegations of the Special Investigation Team (SIT) are baseless and he should be granted bail.

Though prosecutor Surender Kumar said that enough evidence had been found against the MLA during the investigation, the court, however, granted bail till October 18 mandating that Khan cooperate in the investigation.

The court asked SIT to furnish the technical evidence cited by them on the next hearing on October 18 the merits of which will decide the future course of the bail.

Communal clashes between two groups broke out in Nuh on July 31 after a religious procession of a Hindu outfit passing through the district was attacked in which 6 people, including two Home Guards, were killed. Around 20 policemen were also injured in the violence.

One killed, 22 injured as Hyderabad-bound bus overturns in Goa

Panaji: One person was killed and 22 others injured after a Hyderabad-bound bus overturned at Dharbandora in South Goa on Monday evening, police said.

Police said that the accident occurred when the driver allegedly lost control of the vehicle.

“One person died in the accident, while 22 passengers are rushed to a nearby health centre and undergoing treatment,” police said.

Sources said that there were more than 30 passengers, all tourists, in the bus. They were rescued by locals from the area.

Manipur Guv visits families of youths killed after being kidnapped

Imphal: Manipur Governor Anusuiya Uikey on Friday visited the family members of two youths who were killed after being allegedly kidnapped, leading to violent protests in the northeastern state.

The governor met the family members of the two students at their respective residences in Imphal West district, a statement issued by the Raj Bhavan said.

A fresh bout of violence broke out in the state capital Imphal on Tuesday, a day after photos of the bodies of the two youths, who went missing in July, went viral on social media.

“The governor consoled the parents of the two students and gave water to the mothers who were on fast for many days, ” the Raj Bhavan statement said.

Uikey expressed her pain and condolences to the bereaved families.

The governor assured them that action would be taken against the perpetrators as per the law.

Uikey was also informed “by the local people on the extensive use of force by the security personnel on the students” who launched protests on Tuesday against the killing of the two youths.

A CBI team is currently investigating the killing of the two students – a man and a girl- in the northeastern state which has been witnessing ethnic strife for nearly five months.

The state government on Thursday constituted a committee to verify complaints of alleged use of excessive force on protesters, mainly students, by security forces here over the last two days, an official said.

While briefing the media, Uikey appealed to all the parents to “advise the students for peaceful forms of agitation and not to take law in their hands as injuries from such agitations will have a lasting impact on the future of the students”, the Raj Bhavan statement said.

Later, in the evening, the governor also visited the injured students during the protests and met their parents at Shija Hospital, Langol. She handed over some financial assistance to them.

The governor wished them a speedy recovery and assured them of the required medical assistance.

Cops groove on Ganesh immersion: social media remains divided

Hyderabad: Amidst heightened security concerns on Thursday, celestial alignment brought together two significant religious events: Milad-un-Nabi and the Ganesh immersion procession. On this day, observers of the procession were treated to an uncommon sight. At several locations, uniformed police officers were seen enthusiastically dancing to the pulsating music emanating from loudspeakers as Ganesh idols made their way to Hussain Sagar.

Notably, even senior officers joined in the revelry, including Additional Deputy Commissioner of Police for the South Zone, B Anand. Known for his considerate and sensitive demeanour, Anand was often seen paying his respects at Ashoorkhanas during the month of mourning, Muharram, and also observing Gyaarvi Shareef. In other parts of the city, constables showcased their dance moves near Tank Bund, with one officer stealing the show with his signature Tollywood dance style. Standing atop the blue barricades, constructed soon after the Hyderabad e-Prix, it was clear that this police officer had impressed the crowd.

Ganesh Festival procession is one of the most important and visible festivity in Hyderabad. Somewhere, in early eighties a group of Congress members and others created mayhem enroot the Ganesh festivities beginning from Ramakrishna Theatre up to the then State Bank of Hyderabad headquarters in Basheerbagh. The shops owned by the Muslims had been looted and many of them burned down.

The hardcore Hindutva elements also used this important procession to voice their immense dislike against the minority community in their speeches. The name of the occasion for them is Bhagyanagar (not Hyderabad) Ganesh Utsav. They claim that the original name of Hyderabad before it was founded by the Qutb Shahi kings was Bhagyanagar.

But today’s festivities marked a departure from the past. Video clips capturing these spirited moments quickly went viral on social media platforms, including X (formerly Twitter) and Instagram.

Reactions on social media were mixed. While some regarded the dancing as a departure from professional decorum and called for disciplinary action, others applauded the police force’s tireless efforts over the past ten days to maintain communal harmony and uphold law and order in the city. They saw this display of dancing as a well-deserved release of pent-up stress.

Priya Rathnam, a user on X, remarked, “Now who’s got the swag in their moves… Telangana-friendly police it is! After the exhaustive work during the immersion process, a total of 35,000 police personnel were dedicated to ensuring the success of this mega event.”

Mahesh expressed admiration, stating, “This is so wholesome and cute… #hyderabad #Police #Telangana #immersion,” while Shaikh Imran highlighted the essence of secularism, saying, “It’s a beauty of #Secularism, on duty a bus conductor cannot wear a skull cap in Karnataka.”

On the contrary, Amit K Paul voiced his disapproval of uniformed officers participating in such revelry. “Should be suspended. There is dignity and sanctity attached to the uniform. Do these things without it if you want to,” he stated. An anonymous user known as “Little Umbrella” also called for their suspension.

It remains unclear whether uniformed officers dancing at multiple locations, perhaps for the first time in the history of Telangana, on Ganesh immersion day, had received approval from the top brass. Given the timing and the potential for communal incidents due to the convergence of two major festivals, one can only speculate whether this was a strategic move to build trust among devotees. Regardless, it appears to have been a win-win situation for the police force: the Milad-un-Nabi procession, originally scheduled for Thursday, has been postponed to October 1, and the Ganesh immersion procession proceeded smoothly without any reported untoward incidents.

CPR programme to be included in all Karnataka Police academies

Bengaluru: Karnataka Home Minister G. Parameshwara on Thursday said that the critical Cardiopulmonary Resuscitation (CPR) education programme will be included in all the police training academies of the state.

Addressing the gathering after launching SOS QR code and CPR education programme of the Manipal Hospitals in Bengaluru — on the occasion of the World Heart Day, which will be celebrated on September 29, he said that he will also take the initiative up with the government to teach students about CPR.

“I will take this up with the government. As Home Minister I promise, we will initiate this with all the training schools for the police in the state. We teach law, weaponry, how to handle crowds, how to face challenges. The state has more than 12 Police Training Academies. I will initiate this in all of them to train police about CPR. We will include this as part of the training programme,” he said.

He said that large number of deaths, at least 30 per cent, occur due to cardiac arrest.

“That’s the statistics I read. You can imagine what is happening with the health sector and also our living. The living style in the Indian way in the Indian context is definitely different from others,” he said.

He said that we need to look at these issues from an Indian perspective not from a western perspective.

“We eat differently and different things. We live differently. The people, especially working class, executives, politicians, we live in a different atmosphere. We always have stress. We always live with challenges and go through it unknowingly,” he said.

Minister for Health Dinesh Gundu Rao who also attended the programme said that that the government has initiated to teach the CPR to the students and it’s going to be part of the new curriculum.

“Young people should become more aware of it and should know how to perform the. Every life is important,” he said.

Manipal Hospitals has proposed to the Government of Karnataka to make CPR education mandatory at all education institutions and civic bodies. Besides 37 traffic signals, the QR code will be placed near institution gates, corporate buildings, school buses, and yellow construction helmets for easy accessibility to medical help.

Sudarshan Ballal, Chairman of Manipal Hospitals, said: “At Manipal Hospitals, our mission has always been to provide world-class healthcare services. Police submit chargesheet against businessman Tahawwur Rana in 26/11 attacks case

Mumbai: The Mumbai police on Monday submitted a chargesheet before a special court here against Pakistani-origin Canadian businessman Tahawwur Rana for his involvement in the November 2008 terror attacks in the metropolis.

The over 400-page chargesheet was submitted by the Mumbai police’s crime branch before the court’s registry.

Rana is currently detained in the United States.

The document is likely to come up before the special court on Tuesday after completion of the verification process, a government lawyer said.

In a major victory for country’s authorities, a US court approved 62-year-old Rana’s extradition to India in May to face trial.

A total of 166 people, including six Americans, were killed in the 2008 terror attacks in which 10 Pakistani terrorists laid a more than 60-hour siege, striking at iconic and vital locations in the financial capital.

Congress accuses govt of mismanaging economy across all sectors

New Delhi: Congress on Sunday again trained its gun at the government saying it has mismanaged the economy across all sectors and since it is “too inept” in fixing issues such as unemployment and price rise, it is distorting the data instead.

Congress General Secretary Jairam Ramesh said now that the special session of Parliament is over, it is clear that the Modi government was trying to “distract and divert” the nation from some critical issues – “the Adani scam, the caste census and especially the rising unemployment, growing inequality and the economic distress

In a statement, he said that no matter how much the Modi government hides the data, the reality is that the vast majority of people are suffering.

He claimed that some of the facts reported last week are being “brushed under the carpet”.

He said RBI’s latest bulletin of September 2023 shows the “complete failure” of the Modi government to execute a recovery from the COVID-19 pandemic.

He said that 43 per cent of people were in the labour force in February 2020 and over 3.5 years later, the participation rate remains around 40 per cent.

“As a matter of grave concern, a report from Azim Premji University shows that over 42 per cent of graduates under the age of 25 were unemployed in 2021-22. In 2022, women were still making only 85 per cent of their earnings before the pandemic. Remember that India was already facing the highest unemployment rate in 45 years before the onset of the pandemic — a statistic that the Modi government tried hard to hide from the public domain,” he said.

He said that the prices of essential commodities have been rising sharply, impacting the household budget of ordinary families.

“After the uncontrolled spike in tomato prices, now tur dal prices are up 45 per cent from January 2023, and overall pulses inflation has touched 13.4 per cent. Prices of atta are up 20 per cent since August, basen is up 21 per cent, gur is up 11.5 per cent, sugar is up 5 per cent. Uncontrolled price rises across the essential household sector shows the inability of the Modi government to manage the economy,” he said.

The Congress leader also said that the crony capitalism of the Modi government has concentrated all economic benefits to a select few firms, making it next to impossible for MSMEs to compete.

“A report by Marcellus found that 80 per cent of all profits went to just 20 companies in 2022. In contrast, the market share of small business was at its lowest level in India’s history; small business sales were around 7 per cent of the total before 2014 but fell to under 4% in Q1 2023. Seventy five per cent of small businesses are losing money, according to a 2023 survey of 100,000 small business owners by Consortium of Indian Associations,” he said.

Noting that credit to the private sector is the engine of growth, Ramesh said a decade of stagnant credit is a symptom of a mismanaged economy.

According to World Bank data shown in last week’s RBI bulletin, from 2004 to 2014, domestic credit to the private sector grew consistently and rapidly, he said.

“Credit grew from 36.2 per cent of GDP in 2004 to 51.9 per cent of GDP in 2014. However, since 2014, credit growth has stagnated. In 2021, domestic credit was at just 50.4 per cent — lower than it was in 2014!” Ramesh said.

It should be a matter of grave concern to the government that household financial liabilities have been growing rapidly, the Congress leader asserted.

Ramesh said that the Finance Ministry wants us to believe that people are buying homes and vehicles, but RBI data shows that there is a major spike in gold loans by 23 per cent and personal loans by 29 per cent, over the past year – clear signs of distress, as people go into debt to meet basic expenses.

“Further, RBI data shows household savings growth has come down sharply, from 7.2 per cent of GDP in FY22 to just 5.1% in FY23. This is a 47-year low in savings growth rate, and reflective of the overall slowdown in the Indian economy under the Modi Government,” he said.

Ramesh said that for the first time in a decade, FDI inflows have declined in India.

The RBI bulletin showed that FDI decreased 16 per cent in FY23, he pointed out.

“Further, as a percentage of GDP, after more than doubling from 0.8 per cent in 2004 to 1.7 per cent in 2014, FDI has been stagnant — inflows were just 1.5 per cent of GDP in 2022. Foreign investors are increasingly unwilling to put their money in India due to the Modi Government’s crony capitalism, failed economic policies, and stoking of communal tensions,” the Rajya Sabha MP alleged.

“From increasing unemployment, rising prices of household essentials, shrinking MSME sales, slow domestic credit growth, increased household financial liabilities and decreased savings, and declining FDI, the Modi government has mismanaged the economy across all sectors,” Ramesh said.

Targeting the government, he further said that ordinary families and small businesses are under intense pressure, but the government is “too inept to fix it and so is busy distorting the data instead”.

The Congress has been critical of the government over economy and the issues of unemployment and price rise.

Jaipur: Congress president Mallikarjun Kharge on Saturday said his party would amend the women’s reservation bill if it comes to power at the Centre in 2024.

There are no major legal complications in implementing the bill right now but the Narendra Modi government putting it off for 10 years, he said.

While supporting the bill in Parliament, the Congress demanded that it be implemented with immediate effect and a quota for women from Other Backward Classes (OBC) be included in it.

“When our government comes in 2024, the first thing we will do is make amendments to the bill,” Kharge said, addressing a party rally in Jaipur in poll-bound Rajasthan.

The Constitution (128th Amendment) Bill, which seeks to reserve a third of seats in the Lok Sabha and state assemblies for women, was passed by Parliament earlier this week. It was the first bill to be taken up and passed in the new Parliament building.

In his address, Kharge alleged that the then president Ram Nath Kovind was not invited for the foundation laying of the new Parliament building because he is “untouchable”.

“If the foundation laying was done by an untouchable, then naturally it would have to be washed with Gangajal (water from the Ganges),” he said, referring to the former president’s caste.

Kharge said President Droupadi Murmu was not invited for the inauguration of the new Parliament building while many others, including actors, were invited.

“This is an insult to the president,” he said.

“…Lok Sabha is summoned by the president and not by the prime minister. But there is no place for (the president) and then they say that they respect women a lot,” he said.

The Congress leader also questioned the Narendra Modi government’s intention behind bringing the women’s reservation bill, saying the BJP does not want to give reservation to women even though it does not say so.

Kharge said Sarojini Naidu was the first woman president of the Congress and asked, “In 100 years, has any woman become president of BJP or RSS?”

He said the BJP thought of the women’s reservation bill just ahead of elections as several opposition parties have formed the INDIA bloc.

“When Rahul Gandhi, Sonia Gandhi and I together came up with the idea of INDIA, the women’s bill came to their mind,” he said.

Kharge said the special session of Parliament was called for five days because Prime Minister Modi had to show off the new Parliament building and it ended in four days. Lok Sabha and Rajya Sabha are for discussion on people’s issues and resolving them, not for the purpose of “exhibition”, he added.

Targeting the BJP over the women’s reservation bill, Kharge said when the erstwhile Congress-led government brought a bill for women reservation the BJP had opposed it.

“…it was stopped because of them and today they are roaming around as heroes. These people are smart,” he said.

“These people neither have clear intentions nor clear policies. They just make speeches. We supported the bill, but it will be implemented in 2030…. In 10 years, neither Modi nor others will be there,” he said.

Kharge said all the women who fought for the country’s independence were in the Congress.

“Mahatma Gandhi said: ‘I will try to build such an India in which even the poorest of the poor will feel that this country is theirs and where there will be no discrimination and women will have equal rights as men.’ Did (RSS leader M S) Golwalkar say this? Have the people of Jana Singh or BJP said so?” he asked.

“If there is any party that respects women, it is Congress. The first woman governor was Sarojini Naidu, Vijaya Lakshmi Pandit was in the United Nations, Meira Kumar was the Speaker of the Lok Sabha, the first woman prime minister was Indira Gandhi, the first woman president was Pratibha Patil,” he said.

“What respect the BJP gives to its women leaders, you have seen that in Rajasthan and Madhya Pradesh,” he said, without elaborating.

He also took a swipe at the prime minister over the ethnic violence in Manipur.

Kharge also asked people to protect the Constitution and democracy and warned that if this is not done, then people will become slaves.

“If you don’t want to become a slave, then vote for Congress. If you don’t want to become a slave, then protect the Constitution and democracy,” he said.

He said the prime minister and BJP leaders always ask what the Congress did in 70 years. “How many times will you ask the same thing, it’s been 10 years. I have an account of what we did, it is a long list,” he said.

Kharge also alleged Prime Minister Modi pitches four candidates against the Congress – one each of BJP, Enforcement Directorate (ED), Income Tax Department and the Central Bureau of Investigation (CBI).

Meanwhile, at a press conference at the Congress headquarters in Delhi, party spokesperson Supriya Shrinate said the party wholeheartedly supported the women’s reservation bill in Parliament as it wanted more and more women to join politics but hoped the promise would be implemented soon and would not turn into another “jumla” by the BJP.

She said claimed that the wait for reservation for women may go up to 2039 as the next census will be held in 2031.

She referred to a series of crimes against women in the last nine-and-a-half years and alleged that these incidents were “conveniently ignored” by the BJP’s women parliamentarians.

The Congress spokesperson alleged that out of fear of defeat at the hands of the opposition INDIA bloc, the BJP came up with the idea of women’s reservation bill and brought it in haste.

48-hour Manipur bandh from midnight to demand release of 5 arrested youths

Imphal: At least five local clubs and Meira Paibi units have announced a 48-hour statewide bandh from midnight demanding the release of five youths who were arrested for carrying weapons and sporting camouflage uniforms, officials said.

On Monday, Meira Paibis blocked several important roads at Khurai and Kongba in Imphal East district, Kakwa in Imphal West district, Nambol in Bishnupur district and parts of Thoubal district demanding the release of the youths.

Manipur Police had arrested five persons on Saturday for carrying sophisticated weapons and donning camouflage uniforms. In a statement, police said the five had been produced before the judicial magistrate and remanded to police custody.

Yumnam Hitler, president of All Langthabal Kendra United Clubs Coordinating Committee, said, “The five arrested youths are civilians and village volunteers who have been guarding their respective villages from attacks by Kuki Zo militants as security forces have failed to do their job properly. We want them to be released unconditionally.”

“The agitation will be intensified if the government fails to release them,” Yumnam added.

On Saturday, protesters had tried to storm the Porompat police station demanding the release of the five youths prompting security forces to fire several rounds of teargas shells. Few protesters and a RAF personnel received minor injuries during the stand off.

Heavy rain batters Gujarat, Narmada dam water discharge causes flooding

Ahmedabad: Heavy rain lashed many parts of Gujarat on Sunday, flooding low-lying areas and cutting off several villages as Narmada and other rivers are in full spate, following which 9,600 people were shifted to safety and 207 others rescued in five districts.

Several areas in Ahmedabad were waterlogged after the city received 76 mm of rainfall in 12 hours ending at 6 pm on Sunday, throwing the normal life out of gear. Authorities blocked underpasses for traffic as a precautionary measure.

The India Meteorological Department (IMD) has issued a red alert for Panchmahal, Dahod, Kheda, Aravalli, Mahisagar, Banaskantha and Sabarkantha districts predicting isolated extremely heavy rainfall till Tuesday morning.

It has also warned of isolated heavy to very heavy rainfall in Gujarat in its forecast till Thursday morning.

The release of massive amounts of water from Sardar Sarovar dam (SSD), which touched its full reservoir level of 138.68 metres on Sunday morning, in the Narmada river due to heavy rains in the catchment areas in Madhya Pradesh caused massive flooding in low-lying areas in Narmada district.

A total of 9,613 people hit by floods were shifted to safer locations while 207 others were rescued in Narmada, Bharuch, Vadodara, Dahod and Panchmahal districts, officials said.

Among them, a majority of 5,744 people were relocated in Bharuch, followed by 2,317 in
Narmada, 1,462 in Vadodara, 20 in Dahod, and 70 in Panchmahal, they said.

Those shifted to safer places include people from 28 affected villages and those located near the world’s tallest monument the Statue of Unity in Narmada district, officials said.

As the Narmada river is in spate after the heavy discharge of water from the dam, parts of Vadodara and Bharuch districts near the river banks were flooded, they said, adding that the situation is being monitored closely to ensure the safety of the affected people.

Apart from Narmada, rain-fed rivers such as Orsang, Heran, Mahi, Meshri and Panam are swollen due to heavy rain coupled with the release of water from various dams, resulting in the inundation of low-lying villages.

Narmada collector Shweta Teotia said rescue efforts were underway and the administration is keeping close tabs on the situation caused by the release of water from the (Sardar Sarovar) dam.

Chief Minister Bhupendra Patel carried out an aerial survey of the region.

Patel was at Ekta Nagar in Narmada district on Sunday morning to offer prayers to the river after the SSD touched the full reservoir level of 138.68 metres.

The government has deployed two teams of NDRF in Narmada, and one each in Bharuch, Rajkot, Junagadh and Vadodara, officials said.

This is in addition to three teams each of the State Disaster Response Force (SDRF) being deployed in Narmada and Vadodara and one each SDRF team in Dahod, Bharuch and Banaskantha to carry out relief and rescue operations.

Two teams of Army are on standby in Vadodara, officials added.

National Disaster Response Force (NDRF) personnel and local rescue teams evacuated people stranded in flooded areas, including around 70 students of a residential school in Narmada district, and around 100 labourers trapped under a bridge near a river in Panchmahal district.

Some patients stranded in a hospital in Vasantpara village in Narmada district were also rescued by an NDRF team.

A Sardar Sarovar Narmada Nigam Limited (SSNNL) official said in the evening that the water level of the dam eased below its full reservoir level of 138.68 metres with the inflow of water gradually coming down.

As the water released in the river was reduced, it was likely to ease the flooding situation along the river bank, according to the official.

Parts of Panchmahal, Mahisagar, Sabarkantha, Aravalli, Kheda, Dahod, Vadodara and
Ahmedabad districts were among the worst hit by the downpours on Sunday.

Godhra and Sehra talukas in Panchmahal district received 226 mm and 220 mm rainfall in 12 hours till 6 pm on Sunday, the highest in Gujarat for the day.

Virpur taluka (205 mm) in Mahisagar district, Talod (181 mm) of Sabarkantha, and Morva Hadaf (171 mm) of Panchmahal were among around 16 talukas that received over 100 mm of rainfall during this period, as per the State Emergency Operation Centre (SEOC).

At least ten major dams are near their overflowing marks including Ukai, Damanganga, Kadana and Bhadar, the government data shows.

Gujarat has so far received nearly 90.8 per cent of the average annual rainfall, with Kutch and Saurashtra regions recording 137 per cent and 111 per cent rainfall, followed by south, east-central and north Gujarat with 85%, 83% and 76% of rainfall, respectively, as per SEOC data.

Hyderabad: Govt apathy leaves 141-year-old school crying for attention

Hyderabad: Reduced to a mere shadow of its glorious past, the 141-year-old Islamia High School, situated in Secunderabad is on the brink of collapse due to its dilapidated condition. The building needs immediate attention from the state government.

Today, Islamia High Schools is an all-boys institution that offers classes in Urdu, English and Telugu for classes VI to X. According to reports, the total number of current students is around 125. Boys from the surrounding areas of Parsigutta, Bhoiguda, Rasoolpura attend the school.

The Islamia High School was founded in 1882 by Mir Turab Ali Khan (Salar Jung I), during Mir Mahboob Ali Khan’s reign. This school was one of the many educational institutions founded in Hyderabad during the 1800s marked by several educational reforms.

Located in Secunderabad, across the Monda Market, Islamia High School was built in the British Army Cantonment area. The school has a plaque on display bears the names of British Resident along with the names of benefactors that contributed to the construction of the school.

Known for its colonial style architecture, the entrance is marked by an elliptical arch, an inscription that reads “Islamia High School Sec-Bad”. On top of the entrance is a crescent and a star, blackened and crusty.

Historian Mohammed Haseeb Ahmed, who recently visited the school, expressing deep shock at the state of the institution said, “Recently, I went to the Islamia High school and I was surprised to see the heritage building lying in a dilapidated condition. Lack of repair and timely restoration has led to cracks in the structure with stone chunks falling off. Any time any serious mishap can occur.” He asked, “Why is this edifice being neglected when other heritage structures are going through renovations?”

It is a shock that a school is run in an unsafe building, threatening the safety of students. Several parts of the school are unfit for use. If the archaeological department and the state government have not taken any measures to preserve the building.

Special Parliamentary Session: Here’s what Centre has on agenda

New Delhi: The Central government has released the agenda for the first day of the five-day Special Parliamentary Session beginning September 18, amid allegations by the Opposition over hidden motives “up their sleeves.”

The government has also convened a meeting of the floor leaders of all political parties on September 17, a day before the start of the session where it is likely to discuss its agenda in detail.

During the session, the government has also listed the bill on the appointment of the Chief Election Commissioner and other election commissioners to be taken up for consideration and passage. The bill was introduced in Rajya Sabha during the last Monsoon session.

“Discussion on ‘Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings'” will be held on September 18 besides other formal business like laying of papers.

The session is likely to see the proceedings of Parliament moving from the old building to the new Parliament building.

The other listed business for Lok Sabha includes ‘The Advocates (Amendment) Bill, 2023’ and ‘The Press and Registration of Periodicals Bill, 2023’, already passed by Rajya Sabha on 3 August 2023.

Besides, ‘The Post Office Bill, 2023’ has also been listed in the Lok Sabha business, according to an official bulletin. The bill was earlier introduced in Rajya Sabha on 10 August 2023.

The list of businesses is tentative and more items can be added.

Sharing the agenda for the special Parliament session on X, Congress leader Jairam Ramesh said it “is much ado about nothing” and all this could have waited till the Winter session in November, but added that the government could be having “legislative grenades” up its sleeves.

The Opposition has alleged that the Central government, led by the Bharatiya Janata Party (BJP), is attempting to bring the ‘One Election, One Election’ law into place ahead of upcoming elections in five states – Telangana, Chattisgarh, Madhya Pradesh, Mizoram and Rajasthan.

They have also stated that the Narendra Modi-led government is attempting to officially change the name of the country from India to Bharat after the grand opposition bloc named itself INDIA (Indian National Developmental Inclusive Alliance).

It has also been speculated that it could be about women’s reservation bills, the Uniform Civil Code, or other subjects.

Advocates Amendment Bill

The Advocates (Amendment) Bill, 2023, which attempts to regulate the legal profession through a single Act and intends to combat “touts,” was approved by the Rajya Sabha. The amendment’s objective is to assist in regulating the legal profession under a single Act, the Advocates Act of 1961.

The Bill stipulates that each district judge and high court judge may compile and publish a list of ‘touts’ (those who find customers for attorneys in exchange for cash or other benefits).

According to the rules, the touts won’t be allowed inside the court premises and any breach of this clause will result in a fine and a sentence of up to three months in jail.


The Press and Registration of Periodicals Bill, 2023

The PRB Act, of 1867, which now oversees the registration of the print and publishing industries in the nation, will be replaced by this Bill.

The new Bill eliminates the provision for prosecuting and imprisoning publishers and tries to streamline the registration procedure for periodicals.

According to the new Bill, no one who has been found guilty by any court of a crime involving terrorism, illegal conduct, or anything else that compromises the security of the court will be allowed to publish a periodical.

The Act of 1867 stated that publishers and printers were obliged to submit a declaration before the DM which made providing false information a crime punishable by up to six months in jail, however, the new Bill will weaken this clause.

The Post Office Bill, 2023

The bill introduced by the Union government to revamp the Indian Post Office Act will permit employees to open parcels in the name of national or public security.

The officers will also have the power to divert the parcels to authorities over the suspicion of duty evasion.

The Bill also states that the Post Office and its employees shall not be liable by reason for any loss, misdelivery, delay, or damage that occurs while the services are being rendered.

The officers of the post office will also not be liable with respect to a service provided by the Post Office unless they have “acted fraudulently or wilfully caused loss, delay, or misdelivery of service.”

Appointment of election officers bill

The government had in the last session tabled in Rajya Sabha the contentious Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill that seeks to replace the Chief Justice of India with a cabinet minister in the panel for selection of the chief election commissioner and election commissioners.

The move will allow the government to have more control over the appointments of members of the poll panel.

The Bill was moved by the Law Minister amid an uproar by the opposition parties, including the Congress, Trinamool, AAP and the Left, that accused the government of “diluting and overturning” a Supreme Court Constitution bench order.

The Supreme Court in March ruled that a three-member panel, headed by the prime minister and comprising the leader of the opposition in Lok Sabha and the Chief Justice of India, will select the CEC and ECs till a law is framed by Parliament on the appointment of these commissioners.

The prime minister-led panel for the selection of the chief election commissioner and election commissioners will have the power to consider even those not short-listed by the cabinet secretary-led Search Committee, according to the bill introduced in Parliament.

According to Section 6 of the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, a Search Committee headed by the cabinet secretary and comprising two other members not below the rank of secretary, having knowledge and experience in matters relating to elections, shall prepare a panel of five persons for consideration of the Selection Committee for appointment as the CEC and ECs.

According to Section 8 (2) of the proposed law, the Selection Committee may also consider any other person than those included in the panel by the Search Committee.

Section 7 (1) of the bill states that the CEC and ECs will be appointed by the president on the recommendation of a Selection Committee consisting of the prime minister, who will be the chairperson, the Leader of Opposition in Lok Sabha and a Union Cabinet Minister to be nominated by the prime minister as members.

Where the Leader of Opposition in Lok Sabha has not been recognised as such, the leader of the single largest party in opposition will be deemed to be the Leader of Opposition, the bill clarifies.

ED Director Sanjay Kumar Mishra’s tenure ends, Rahul Navin appointed in-charge chief

SC agrees to extend tenure of ED chief Sanjay Mishra till September 15

New Delhi: IRS officer Rahul Navin was appointed as in-charge director of the Enforcement Directorate on Friday on the completion of tenure of the incumbent Sanjay Kumar Mishra, officials said.

According to an official order, Navin, a 1993-batch IRS officer, will hold the charge till the appointment of a regular director or until further orders. Navin is currently the ED’s special director.

The order stated that the President “is pleased to order the cessation of tenure of Sanjay Kumar Mishra…as Director of Enforcement in the Enforcement Directorate on 15.09.2023.”

In July, the Supreme Court granted an extension of tenure to ED chief Mishra till September 15 but made it clear there will be no further extension.

The SC order came days after it had held as “illegal” two notifications by the Centre granting extension of service, for one year each time, Mishra as the chief of the Enforcement Directorate.

New Delhi: Chief Justice of India D Y Chandrachud Friday asserted it was wrong to say that the Supreme Court collegium has no factual data to evaluate the candidates being considered for appointment as judges of the top court and high courts.

Delivering the Ram Jethmalani Memorial Lecture, the CJI said the collegium has prepared a broad platform where it has assessed top 50 judges of country for consideration as apex court judges.

“Our aim is to lay down objective parameters for selection of judges for SC, HCs,” Chandrachud said.

The CJI said his goal has been to institutionalise courts and move away from an ad hoc model of operation.

“Too often individuals come and lay down ideas only to be forgotten when they pass on the baton to the next person. Institutionalising courts enhances transparency and accountability,” he said.
